Upgrade to XPS SP4 anyway and set fetaure level to what you have a
licence for....So code level is at most recent but your are missing all
FR3 features.

Subject: [THIN] Citrix XPS SP1 FR1
We upgraded one of our legacy servers from Windows 2000 SP3 to
SP4. Since then Citrix has been not working. The current version
installed on this server is XPS SP1 FR1. Is there a single hotfix that
might fix the issues caused by Windows 2000 SP4? It says to apply XPS
SP4 I have to have FR3 which I don't have licenses for.
Any suggestions?
