I don't think idle timeouts are one of the options within a Citrix policy. 
Instead, create a Windows 2003 group policy
and go to Computer Config > Administrative Templates > Windows Components > 
Terminal Services > Sessions. Run the Group
Policy editor from a Windows 2003 box or a Windows XP box to see these group 
policy settings. These policies apply in
both ICA and RDP sessions and override any other configuration.

You can use a Citrix policy to specify idle timeouts, and apply it only to
the people who use that app.  It should override the universal default.

The Option as it appears in Citrix Connection Configuration under Advanced 
Tab is to set it 'Universally' for all users or individually via 'inheriit 
User Config'. Don't want to have to go thru each NT account so prefer the 
one setting for all. However on one Citrix box a few of the users have an 
app limited by license count so would like to have only their smaller group 
of people kicked when they are idle for a very short time.
Can this be done?
