Have them go into Citrix Program neighborhood and click on refresh..
We have had this problem in the past and that has helped.
Also, we usually have them reboot first.

Greetings,
We have 2 Citrix Xpa sp3 servers running the same application. I needed
to reboot a database server so I made the applications on the 2 servers
unavailable. I then rebooted and then the made application available
about 20 mins later. On our clients they were getting an error that the
application was unavailable. They were using the shortcut on there
desktop for the application. I waited about 10-15 mins to see if the
servers would catch up with the change but the problem still occurred. I
ended up going to about 70% of my workstations and doing a refresh in
the program neighborhood. After this they desktop shortcut worked fine.
On about 30% of the workstations they could connect. We used a mixture
of 7.0 and 8.0 clients and that didn't seem to commonality in the
problem. Any suggestions for this issue?
