When you copy a profile you do not necessarily copy the security settings.
Be certain the user has full control to all directories under the security
tab and are set to the owner for each profile folder.  As an admin you will
have to give yourself full control of the profile. the System account also
needs full control of the profile folder.  Any of these missing and a new
one will be created.
