Go to your license section - make sure you have server and client licenses
for FR2, than set the FR2 level to FR2.

Sigh...
I look at our servers and they all say none and I know we own at least FR1
and it gives me the option to set it to FR2.
If I'm given the option does it see FR2 licenses or is that there from
patching or something similar to that?
This all got started because I want to give a user the ability to Shadow
some users but that is all I want to provide and it doesn't appear I can
control this access very well.

What FR level do you have your servers set at? Andrew is right... Policies
will only show if you have FR2 or better installed AND the servers set for
FR2 or better.
Simply right click on the server, select the Feature Release option and see
what it says. If you change it, close out of the CMC and relaunch it.

No, policies are only available with a valid Feature Release 2 or later
license - but you can use them on any version.
