This would be stored in the Local Host Cache (LHC). You can actually look into the LHC and compare it to the DS. In the SUPPORT folder on the CD you should find a tool called DSVIEW. This tool allows you to peek into the DS as well as the LHC. The keys we are interested in are located here: ServerNeighborhoods --> <FarmName> --> UserPolicyObjects --> <uniqueID> Where the uniqueID is the policy. If it's missing from the LHC, then force a recreation of the LHC (DSMAINT RECREATELHC). I hope that helps.
