Changed it from 8080 to 8081...
Then did "telnet localhost 8081"
Also made a TCP/IP+HTTP connection to the box.
Changed it back to 8080. Telnetted to port 8080 and made another
connection without ever restarting the service.

I have changed it at that location, and it did nothing. I had to us the
CTXXMLSS. Also, I needed to at least bounce the service.
How do you know it is working? What did you do to test?

It states the following:
Citrix XML Service. The MetaFrame Settings tab displays the port used by
the
Citrix XML service for TCP/IP+HTTP browsing by ICA Clients. This setting
cannot be edited here, but you can change the port for a server with a
command. To
change the port setting, at the system command prompt, type ctxxmlss
/rxxxxx,
with the actual port number following /r. This configures the service to
auto start on
port xxxxx. To activate the new settings, you have to stop and start the
service.
Well, I have both configured the XML port from the Metaframe Settigns
tab, and tested that it is listening WITHOUT restarting.
