Are you using the web based lmc?  On your license server go to your program 
files/citrix/licensing/LS folder and Run LMTools.exe   There is some pretty 
good info under that which should be more accurate.  You can reread your 
license file from that utility also.

It does not care if said user has 3 active sessions, that still only counts as 
1 used license?
   
  Lastly, my current usage in LMC is only showing 3 in use licenses for 
Presentation Server, but I have way more users then that logged in.  Query time

  You will only need to specify the 1st part if you have changed the default 
locatuion when installing. i had a bitch of a time sorting this out and it 
resulted being an additional space in the syntax. gave me some completely 
unrelated error.

copy and paste directly and change the path if necessary then restart the 
service.

My citrix.opt file specified NOLOG IN and NO LOG OUT, everything else is the 
same as below. I changed that to just LOG IN and LOG OUT and restarted the 
Citrix Licensing WMI, but still no go. Is there a different service to restart?

I have 4 .lic files. None of them have the "options" specified in #1 below. Do 
I need to specify this in all 4 .LIC files/

Additionally, the LMC/Configuration/File Locations tab has the appropriate 
Report Log path that I specified in the Citrix.opt file, so the LMC is reading 
the options file fine.

  Because the default location of the install has changed the following 
modifications have been made in order for the LMC to function correctly.

1) The Citrix license file has been modified to read     VENDOR CITRIX 
options="W:\License_server\Licensing\MyFiles\CITRIX.opt"

2) The Citrix.opt file has been modified to read     LOG IN
LOG OUT
GROUPCASEINSENSITIVE ON
REPORTLOG +"W:\License_server\Licensing\LS\reportlog1.rl"


Not sure if you require the 1st part but the 2nd is how i have my options 
configured and this works well
