[THIN] Can't shadow ... Users not getting shadow request dialog

This has been working great ... For years!
Farm is Metaframe Xpe, SP2, FR1, on Windows 2000 SP3. Users trying to
shadow have all the appropriate rights. The shadow target, however,
never gets a dialog box to grant permission to shadow the session, and
the shadow request times out after about 10 seconds with an error 7044.
The Application event log even records that the user was shown a Popup
asking if shadowing is OK, but the popup is never shown.
Any ideas?
