Administrators:Full System:Full Authenticated Users;Read and Execute. 

Ensure all .dll,.exe, .msc files are protected also. ( Authenticated Users
or Users: Read) 

The lay down auditing for everyone failure ( all items). 

If you have issues, look at security log, it will tell you what to tweak.
