Well there's one sysinternals tool i've not used before.  Works
nicely, and showed me what the problem was right away.

You could try using process explorer from www.sysinternals.com. This
is far superior to takmanager and kills apps even better.

Have you tried running perfmon to monitor Nics, Hdds etc etc ?
