I'm continuing to do some digging because I'm finding some contradictory
statements, but I cannot find anything that says you can actually use
com ports outside of the add printer wizard.

In other words, COM port mappings for anything else is not supported in
RDP.

Thank you for that but that only refers to printers.  Using Citrix I
can map client com ports to talk to any serial device such as bar code
scanners.  Is this not possible with W2K without Citrix?
