[THIN] CHFARM utility

I've got a question about CHFARM.
Does this utility always get installed ?
I'm doing some CCA exam questions and it says that CHFARM is not
installed by default on a XP installation.Although on the server I can
open up a CMD box and type CHFARM and it gives me the warning about
using this utility.My test farm is a clean install of XP which was
installed in native not mixed mode
So is the the exam question incorrect ?
