[THIN] Browsing issue??

We have a 2 server (TSE51 and TSE52) load balanced Citrix farm with just 1
load balanced published app in it, but for some reason, everyone who logs on
is being directed to TSE51 only. I've checked the load balancing properties
for both servers and they are the same. The onyx way I can get users onto
TSE52 is to change the Overall Adjustment within Load Balance Admin so it
appears that one server is busier than the other. Obviously, I don't want
to do this.
Also, from with Program Neighbourhood on the clients PC, if I try and add a
new ICA connection, whenever I try and select a server from the dropdown
list, I can only see one of the two servers (TSE51).
Is this some kind of browsing issue? I've rebooted both of the servers and
stopped and started the browser service on both, but no joy. can anyone
throw any light on it at all?
