You probably don't want to hear this, but it is a feature in Outlook 2003.

Subject: [THIN] Block Loading of Images in Outlook

Outlook 2000 deployed on 2000 Terminal Servers SP3.  Is there anyway to
configure Citrix Outlook to not automatically load images from the Internet
in messages?  A lot of spam messages include an automatic image load from
the Internet in their messages.  When the image is loaded, it seems to send
a message to the spam server telling them their message was opened-telling
them the message reached a live person.  
  
I ask because dollars for my filtering solution got chopped  :(
