Active Desktop is/was a vain attempt by to bring web contents straight =
to the desktop.  It is not related to Active Directory or Windows 2000 =
DCs other than it's functionality/settings can be controlled by GPOs.

Active Directory is turned off?  Or do you mean you have no Windows 2000

In windows 2000 group policies, this setting is located at:

User configuration - Administrative templates - desktop - active desktop
- active desktop wallpaper.

It's also located in the registry at:

HKCU\Control Panel\Desktop\Wallpaper

Keep in mind that if you've set your connection configuration for ICA or
RDP to disable wallpaper, changes to this reg key or to the policy won't
matter.=3D3D20

Off hand I'm not sure where the NT 4.0 policy location for this is, but
I can dig it up too if that's what you're looking for.=3D3D20
