Nevermind. Running the app full screen instead of seamless fixed the
issue.

I am testing ArcMap GIS currently published as a seamless window.
Test
users have reported the mouse cursor which changes from a pointer to a
hand doesn't predictably change. Almost like Citrix missed the update
of
the mouse cursor from pointer to hand. Is there a client or registry
setting to make Citrix more aggressive or sensitive to mouse cursor
updates so the user sees the cursor change consistently?
