Loopback Processing is an option on the Computer part of Group Policies.  It
allows you to set up all the Terminal Servers in their own OU and set the
policy on it rather than everyone.  Once that is set up when someone logs
onto the Terminal Server that policy will be applied but when they are
logging onto any other machine the policy doesn't take effect.

mode,
or scripts.
