"cannot connect to Citrix metaframe server, proxy detection failure, script http download failed" or there abouts. if a user with elevated rights login to the WI the application runs. if the elevated user logs onto the machine and then a standard user logs into the WI the application fails, the client is windows 2000 SP4 critical fixes applied, ICA client 8.1 web client ??
