You can limit or set the CPU limit on the published desktop.

We publish a desktop and im having problems with people pegging out the
processor with one instance of IE or some other application. Is there
any way to limit the amount of processor that a certain .exe uses? Even
if its running inside a published desktop? Also, if i limit the desktop
applications CPU priority level, will that limit the amount of the
processor that app can take up? If all the answers are no, is there a
third party utility that will help?
