This is what I see when I boot to test vdisk

when I boot to maintenance vdisk I get two options, one says (maintenance)

It looks like when I change the device to boot from test, its pulling from the
production copy not the version which is in maintenance.

Are you having any issue with active directory on your PVS images?
Perhaps it is permission related, if the server is not correctly registered in
AD? More detail, including any errors in the PVS console and those generated
via the launch attempt are required to give a proper diagnosis.
