I downloaded the Google toolbar, but it seems to work
only for IE, which we do not use for security reasons
, we use Firefox or Opera. Does anyone know of a 
version of the toolbar for these browsers?

You can also enable pop-ups by clicking on the part of the toolbar that
says # blocked.

Goggle Toolbar 2.0 and above.
 
Works great here..
 
Only problem is that if the users needs a pop-up then they need to hold
down the ctrl key as they click the link or to enable pop-ups for that
site.
