Only if you let it.  There is an option to make your searches public
(though doesn't identify you). It can be turned off at install by
disabling advanced features. This nukes the PageRank feature but still
blocks popups just fine.

Goggle Toolbar 2.0 and above.
 
Works great here..
 
Only problem is that if the users needs a pop-up then they need to hold

down the ctrl key as they click the link or to enable pop-ups for that

site.
