Threadmaster'll just do capping mind - and as freeware it's not been touched in a long time iirc - still I've used it when needs must and it does work very well. As Joe said Appsense's Performance Manager will do CPU capping at a more granular level than Threadmaster; WMSoftware have Revelos; RTO have TScale. There are paid up and supported versions out there with a good track record. Is the browser you're running IE? Does the same happen with firefox and/or google chrome? And then of course - does it do the same thing on a standard desktop? Any chance you could bat the issue back to the developer so that they can check their rubbish code and fix it? Maybe it's actually a DB problem (on the assumption that this is an AJAX app querying some DB backend somewhere) - like they're doing a search based on a non-indexed value..
