Remarkably, yes, it does appear to be freeware:

"Yes, PrimoPDF can be used in a corporate environment. You must,
however, use our installer and cannot change any of the files being
installed without making sure those changes are posted back in code form
per the PrimoPDF license. "

There are versions with more features which are not.

Can the temp directory be repointed? (is it some setting in the
registry?)
