[THIN] Adobe Flash for Terminal Servers

We have problems with adobe flash and our Citrix servers. A user that is a
member of the administrator group has no problems with flash working but
other users do. So I am guessing this is some sort of permissions problem. I
just can't figure our what. Does anyone have any ideas?
