I had a similar one a while back and found repairing IE fixed the problems

Add/Remove Programs wouldn't work
Blank Folder panel in windows explorer
and other problems I cant remember

I found it, I had to register some dll's (mshtml.ddl, shdocvw.dd and
shell32.dll) I did try reinstalling the SP but that didn't work.

When I had this issue I re-installed the SP for the OS and it fixed my
problem.
