Please no one laugh at me on this but I've never done anything with .ADM
files before.  Can someone tell me how I'd apply these across a domain on a
Win2000 AD network?  Or would I just go with using only settings available
in GPO?

You can set it via  policy editor by adding and  using the appropriate
policy templates for the IE version that you have then.
They are all on http://thethin.net/tsdownload.cfm#policies
It is also in the wtsadm.zip policy template.
