The other possibility I could think of is a WINS or some NetBIOS related setting. Have seen similar sorts of problems before where a NetBIOS setting fixed it. Almost sounds like you have a subnet mismatch or a default gateway error. Does your server have more than one NIC? The oddest thing about this is that when I have the server get an IP from DHCP, I can login right away, no errors. But, when I assign it an IP I get the login errors (even when assigning it the EXACT same IP it just had from the DHCP server).
