[THIN] A different license question

Things change so rapidly sometimes, that I have a new scenario.
I deal with licensing so infrequently, that its mind numbing at
times. Can anyone tell me if my reasoning is correct here?
Scenario
Existing farm 2 servers 1.8 (using 1.6 Enterprise License + 1.8
Migration License), 165 user Licenses
Outcome
Upgrade the 2 servers to XPe
Add two new servers
Licensing (Is this correct?)
I need one migration license for 1.8 to XPe.
I need migration licenses for the 165 users.
