Don't forget you can run the 2k3 license server in Enterprise (whole AD
forest) or domain mode.  Also, TSCAL's can now be per device or per
user.  Per User is only good for Win2k3 Terminal Servers.

You will need a 2003 server (not necessarily a DC, but it's recommended)
that is running 2003 Terminal Server Licensing. It will hand out 2003 TS
CAL's (you will need one TS CAL for each device, or one for each user
[your choice] that will connect to a 2003 Terminal Server in your
organization). You can also use this server to handle your 2000 TS CAL's
if you want to turn off your existing 2000 Terminal Server Licensing
server. The MS Clearinghouse will help you move any purchased 2000
TSCALs to the 2003 License server.
