Maybe a Greater Roadrunner singing--the 4 notes and your general description 
match. May not be right, but will give you something else to check out!

Thank you for everyone who responded to my hawk ID email.

The next bird I would like to ask about is by sound.  I have a external mic on 
the way to me for my ipod, so I do not have a sound file....yet.

I hear this bird in the morning and evening.  This is the basic sound:

The bird sounds like a medium to large sized dog whining (think black lab or 
larger).  The sound is in a medium to low range, and sounds like a dog whining 
if it was a few doors down - so, a little muffled.

There are always four notes to the call.  The call may lower very very slightly 
as it goes on.  As well as I can sound it out, it is a "mhhhmmm, mhhhmmm, 
mhhhmmm, mhhmmm" sound.

I was thinking it was maybe a Dove, though I have never heard a Dove sound like 
that.  I do know some woodpeckers whine, but its not that high pitched whine 
I've heard from a woodpecker before.

I did many a google search for "bird that whines like a dog", but with no dice.
