I imagine this might be more of interest to (other) visiting birders, but still: Having failed to find any White-collared Seedeaters at Laredo's North Central Park today I was a little luckier along the Rio Grande at the Las Palmas trail (Water St). Specifically I found a quietly vocalizing female Seedeater in the part of the trail that cuts through the cane, at its easternmost part just before it re-enters the trees. (The female was probably a first winter, if the tail feather profile is anything to go by). I had not seen any Seedeater reports for this location recently.
