[texbirds] TexasRBA update

Originally when I set up the TexasRBA there was a limit of 50 on the
group. That limit has been expanded to 300 now.

You can also send me your phone number and I'll add you. It appears
that anyone can add a person by sending the message
#add First_name Last_name phonenumber to the group number
for example:
#add David Sarkozi 713-412-4409

From the code list on that page code 3 and up can be posted. This
includes the Tropical Parulas and Black-throated Gray Warblers being
seen.
Certainly the Stripped Sparrow would be appropriate as would Little Gull
