[texbirds] Skillern Tract at Anahuac NWR

I ran into an old friend today that informed me that no water was going to  
be placed in the Skillern Tract fields where the Ruff was last spring. Even 
 though the water has already been paid for by a farmer who has that in his 
lease  agreement. Along with that there has been a rest area on the East 
Unit that  has been flooded every year for probably 50-60 years even though 
that water has  been paid for as well they are not going to use it. A total of 
700 acres of  water has been already paid for and is not going to be 
utilized by the US Fish  and Wildlife. I know I would like to know why. Anyone 
out 
there heard anything  about this.
