Thank you all for your help.
I have had four replies saying this is a Swainson's Hawk and one saying
"an adult Red-tailed Hawk of the subspecies fuertesi, which generally
lacks a belly band below. They breed on the southern Great Plains and
into Texas."

I saw this hawk about 7:45 am Wednesday morning just outside of Rosebud,
TX, in Falls County.

I photographed a hawk yesterday in Falls County. After looking at theEdit your Freelists account settings for TEXBIRDS at
photos on my computer, I think it is a Swainson's Hawk. I have posted
three photos on my Flickr site.

The white on the face above the bill can be clearly seen. The collar
doesn't completely cover the neck and there is no belly band common to
Red-tailed Hawks. I was fooling with the camera when this hawk decided
to fly away, so I missed seeing it in flight.
Am I correct that this is a Swainson's Hawk.
