As a wrap up for me on this issue, given the apparent potential for confusion between young Am Crows and Fish Crows based on call, my observation has to go down as Corvus sp. I will however reopen the case should a family party or group of crows come passing by all giving the same 'Fish Crow' call, especially out of the late spring season. According to Oberholser crow eggs can be laid as early as late Feb. so a free flying fully 'adult'-appearing juvenile on April 17th is conceivable. I did get lots of good commentary privately along with some folks convinced of valid records of Fish Crows from west and southwest Harris and Fort Bend. But I will leave these for others to report. I will spare our eBird reviewer/editor the task of having to deal with (un)validating this Fish Crow recor'. Thanks everyone for the dialogue.
