[texbirds] Blue Jay Migration again

We should start looking for migrating blue jays as this might be a flight
year. The hawk watch at Duluth has been seeing good numbers passing with
over 5,000 the other day. And the drought in the mid-west will have hurt
the acorn crop as our drought did last year.
