I do not take sides on this issue because I don't have to, but I do have my
thoughts...For a list of species that did not make the state list via the
TBRC (in part) as of 2004 ...It can be found in Appendix B of the TOS
Handbook. These were species that were submitted carefully enough to be
considered...Some are of a historic nature, pre TBRC, of which no
documentation or know specimen was preserved. Pg. 223
