We recycle them by charging and then discharging with a load such as a
builb and after a few times of doing that they usually come back and
hold a charge.  Essentialy you want to get rid of the memory.

Isn't the current relevant when you zap these?
 Usually I will have the voltage on a newly charged battery...but it
drops quickly because of the current. The B&D silver ones I have zapped
with 12 amperes will charge up, but placing in a tool, it quickly dies.
I haven't had my gold one need it, yet.

It IS OK to zap the whole battery to fix one cell. Just be very careful.
You only need to apply the voltage for a fraction of a second, so there
isn't enough time to heat things up. Zapping the whole thing works for
me. Besides, whata ya gonna do, take a molded battery all apart?

The cadmium in ni-cad batteries is very toxic (much more than lead). If
the battery were to somehow explode and some particles end up in your
mouth that wouldn't be good. I place something on top of the battery,
just in case.

The small lithium battery in my Casio PocketPC cost $50. It sure was
nice to fix it when it failed to take a charge.
