[TechAssist] update: Sony KV32FS10 (1999) Main reg IC650 shorted,now shuts down

The tech decided to lift the 12V line from the reg he replaced(the
shorted three terminal IC650). When he lifted the output, the set would
come up and could see a distorted OSD menu.I assume whatever took out
IC650 12v reg also took out something down stream in the 12V line.
Awaiting the manual...
