[TechAssist] toshiba vcr v-200e.no display and poor picture

the picture of this vcr looks like a tv with a weak tuner, also has noise
like in bad lower drum. also no display at all, not even the clock. the only
light on was the power light. caps in power checked ok, i replaced the head
with a new one, the piture still the same. is there any way i can check the
drum for defect without oscilloscope and without replacing it.
