I don't know what the fix is but I have a SSC190  (Sylvania)   
manufactured in 2000 with the exact same symptoms.  I actually had 2 of 
the same model numbers in at the same time.  I swapped the defl. boards 
and the VCR mechanism and the symptoms did not change.  I replaced the 
mode switch but no help.  So the problem is on the VCR board.  The 
problem reminds me of the Funai's a few years ago that had a weak LED 
but I tried that and no help. Please let me know if you find something.
