[TechAssist] sony combo model kv13vm20 dead no startup

I am working on a Sony modelkv13vm20. This set is using a strs6707 for
switch mode reg. I have some low voltages on the output side, but the set
will not power up. No relay click. Any ideas will help, I have no print on
this unit. Thanks Avery.
