Problem could be in crt or hv tnsf. Disconnect crt and measure screen 
voltage. See if it goes up and down when changing the focus control, also 
rotate the screen control and see if the voltage changes.

If the screen voltage changes with the focus control, then you have leakage 
in the screen/focus assy. You may be able to correct this problem, without 
replacing the h-v transformer. To do this, drill a small hole at 3 or 9 
O'clock position on the rim of the screen control(just thru the plastic). 
Inject some silicone cleaner into the control and rotate the control. Then 
try the set for proper operation.

If the problem is in the crt, there are possible corrections for this also. 
Of course there are no guarantees, as these are "repair" processes, not 
replacement processes.

Once you narrow down the area of the symptom, you can then attack the 
problem.
