Does thew BIOS "see" this DVD-ROM? It is possible that the drive is broken and may need to be replaced. I just had two customer computers in the shop and both had "bad" CD-ROMs. One was actually defective and had to be replaced. The other had a small toy in it from a child. I was able to extract the toy and restore normal operation. Just a thought as a possibility. If the BIOS does not "see" the DVD-ROM, then Windows won't either.
