[TechAssist] mitsubishi cs-20101 setup ? no contrast!

Got the Sams (3560) for this set today but their is nothing about accessing
EPROM or set up.
Problem is a washed out picture. Voltage at Ic 701 pin #20 cont is 1.2 volts
instead of 3.6 according to sams anyway. Cant determine if cpu ,EPROM or
video ic is the problem. Did I waist $20 for a Sam's Photofact again?
