By the sounds of it you have not had a Reliable ISP.
I really think that many US ISP's are over taxed for the amount of Bandwidth
they are distributing amongst their customers.
    I have used Bell Sympatico for 3 years, and have only had an email
problem 2 times. Many ISP's use a Master Server, and funnel their business
to them. When at all possible, if you cut the "middle man" many of your
problems will be eliminated.

Many know what I'm talking about, but to some that don't, look at the
Internet as a Supply Line. (Or Sewer Line).

You run a 8"line to a Master ISP. The other ISP run 2"lines to their
Business. They then re-distribute this Bandwidth to their customers.

By me going direct, I manage to cut allot of the crap.
