[TechAssist] fix Sanyo 19" TV, AVM1905 reg B+ 135V sags, unstable

It appears the STR30135 was the fix.Stable output now from the STR.Will
cook it in. I noticed the HOT has new solder and heat sink goo on it,
maybe another shop replaced the HOT,which stressed this regulator.
