I pulled deck and main board to access PS caps. I replaced most all,
 but the culprit was C20 , 470mfd@16V. Good +5V now,all OK.

Unit appears dead. In the SMPS, the +5V line (marked on board) is about
+3VDC.
With a 680 mFD test cap (neg to ground) I can jumper across coil L09 in
that ckt and the voltage goes up to about +5.5VDC there(was about +3V).
Down stream at the marked +5V line it's about +4.5 volts, but the VCR
will now power up and menu, TV/VCR tuner works, but with a "hash" in the
picture. All one board. Any known caps in the smps? (I suspect).
